COP 10 participants worked to reconcile high ambitions for their outcomes in a time of financial constraints, and found their decisions represented progress even though many aspirations remained unfulfilled.
Panama City Climate Change Conference - October 2011
The conference included the third part of the 16th session of the Ad Hoc Working Group on Further Commitments for Annex I Parties under the Kyoto Protocol (AWG-KP) and the third part of the 14th session of the Ad Hoc Working Group on Long-term Cooperative Action under the Convention (AWG-LCA). Progress was made on some issues, however many felt the outcomes were relatively modest and a lot of work remains to be done in Durban.
