2021 Sessions of the UNFCCC Subsidiary Bodies
Delegates agreed to meet virtually, with the subsidiary bodies focused on a smaller set of agenda items in informal consultations only. To assuage some countries, there was no negotiating text or draft decisions in preparation for COP 26. Rather, progress on each item was captured in an informal note.

4th Extraordinary Meeting of the Parties to the Montreal Protocol (ExMOP-4) and 1st Part of the 43rd Meeting of the Open-ended Working Group (OEWG43)
Parties met online to address issues around funding the Multilateral Fund for Implementation of the Montreal Protocol, agreeing to facilitate payments until replenishment negotiations are complete later this year, and provide guidance to the Replenishment Task Force.
2021 United Cities and Local Governments (UCLG) Executive Bureau Meetings
UCLG officially joined the UHC2030 initiative to achieve universal health care and progressed the proposed Lampedusa Charter, which aims to shift the narrative on migration to a human rights-based approach to mobility.
3rd Meeting of the Subsidiary Body on Implementation (SBI-3)
After six weeks of virtual negotiations, delegates agreed approval of any draft decisions will be postponed until parties to the Convention on Biological Diversity can meet in person, to finalize preparations for the 15th meeting of the Conference of the Parties and the post-2020 global biodiversity framework.
73rd Meeting of the CITES Standing Committee
The CITES Standing Committee agreed to give input to the post-2020 global biodiversity framework, work on the African Carnivores Initiative, and conduct a risk analysis for future meetings amid the pandemic.
24th Meeting of the Subsidiary Body on Scientific, Technical and Technological Advice (SBSTTA-24)
After a year’s delay due to the pandemic, more than 1,400 representatives of parties and observers met online to advance preparations for the fifteenth meeting of the Conference of the Parties, scheduled for October 2021 in China. Adoption of final draft decision documents was deferred until the meeting can resume in person.
