Second Meeting of the Group of the Friends of the Co-Chairs on Liability and Redress in the Context of the Cartagena Protocol on Biosafety

Summary of the MeetingCBD

On Friday, delegates met throughout the day and evening in the small group negotiations. The closing plenary convened at 1:00 am on Saturday morning. Delegates adopted the meeting’s report after making several amendments, including an adjustment of the number of advisors admitted to the next meeting of the Friends of the Co-Chairs, which will take place in Montreal from 17-19 June, 2010. Co-Chair Lefeber gaveled the meeting to close at 2:20 am.

Thursday, 11 February
 

On Thursday, the Friends of the Co-Chairs met behind closed doors throughout the day and into the night to negotiate a provision on civil liability in the context of a supplementary protocol on liability and redress under the Cartegena Protocol on Biosafety.

Wednesday, 10 February
 

On Wednesday morning, delegates discussed a clause on review of the supplementary protocol on liability and redress in the context of the Cartagena Protocol on Biosafety. They also discussed other elements of a draft COP/MOP decision on liability and redress, including guidelines on civil liability approaches and supplementary compensation measures. In the afternoon and evening, delegates engaged in a second reading of the draft supplementary protocol beginning with definitions, scope and limitations.

Tuesday, 9 February

On Tuesday, delegates continued negotiations on a supplementary protocol on liability and redress in the context of the Cartegena Protocol on Biosafety, focusing on domestic response measures, exemptions and limitations, and financial security. In the evening, the meeting considered a legally binding clause on civil liability in the field of damage resulting from transboundary movements of living modified organisms (LMOs).
