On Friday afternoon, 19 October, plenary adopted decisions on most agenda items, including on marine and coastal biodiversity, climate change-related issues, new and emerging issues, and guidance to the financial mechanisms, while ministerial consultations were ongoing on resource mobilization.

At 6:00 pm, plenary was suspended to allow the finance negotiations to continue.

At 1:53 am, the closing plenary reconvened and adopted a decision on targets for resource mobilization. COP 11 President Jayanthi Natarajan, Minister of Environment and Forests, India, gaveled the meeting to a close at 3:02 am.

WG I and WG II approved several draft decisions. In the afternoon, WG I focused on REDD+ and adopted its report, while contact group discussions on resource mobilization and the budget continued. The high-level segment heard statements from ministers and high-level representatives, and held two panel discussions on marine and coastal biodiversity and the Nagoya Protocol.

In the afternoon, plenary adopted decisions on biofuels and biodiversity, the Global Strategy for Plant Conservation (GSPC), the GTI and incentive measures, heard reports and addressed organizational matters. Contact groups on resource mobilization and REDD+, as well as the budget group and Friends of the Chair groups on guidance to the financial mechanism and geo-engineering met throughout the day.

WG II considered the status of the Nagoya Protocol, and cooperation, outreach and the UN Decade on Biodiversity.
