Highlights for Thursday, 13 March 2008

The fifth session of the Open-ended Ad Hoc Working Group of Legal and Technical Experts on Liability and Redress (WGLR) in the context of the Cartagena Protocol on Biosafety (hereafter, the Working Group) convened on Thursday for its second day of negotiations in Cartagena de Indias, Colombia.

During the morning delegates met in plenary to consider issues related to settlement of claims, including inter-state procedures, civil procedures, administrative approaches, special tribunals and standing right to bring claims.

During the afternoon delegates met in plenary and exchanged views on preferred language on the issue of damage. The discussion included exchanges on the definition of damage, valuation of damage, damage to centers of origin and genetic diversity, and causation.

In the evening they discussed operational text under the sections on a primary compensation scheme and a supplementary compensation scheme. Late in the evening, delegates convened in two sub-working groups on settlement of claims and a primary compensation scheme.
