HIGHLIGHTS FOR TUESDAY, 26 SEPTEMBER 2006

IFCS-V (Forum V) met in plenary throughout Tuesday. In the morning, participants addressed the issue of applying precaution in the context of chemical safety, including expert presentations. In the afternoon, delegates tackled the need for further global action on heavy metals and the widening gap among countries in following chemical safety policies. In addition, the ad hoc working group on the future of IFCS met at lunchtime and in the evening, and two more working groups were convened, one on precaution and one on heavy metals.

PRECAUTION



	Joel Tickner (Lowell Center for Sustainable Production) expressed an interest in continuing dialogue on how decision-making under uncertainty can be enhanced.		John Shoaff (Environmental Protection Agency, USA) highlighted EPA’s Chemical Review Process.



Jesús Márin Ruiz (National Toxicology Center, Nicaragua) underlined the difficulties in banning specific pesticides under the Central American Customs Union.	Romeo F. Quijano (Pesticide Action Network) introduced the Community-Based Pesticides Action and Monitoring Project (CPAM).	Stephen Johnson (Alliance Boots, UK) outlined his company’s chemicals’ management and precaution strategy for consumer products.

HEAVY METALS



	Hannu Braunschweiler (Finland) hoped that Forum V outcomes on heavy metals will feedback to SAICM, UNEP and LRTAP.		John Atherton (ICMM) favored partnerships as the most effective means to address the issue of heavy metals.

	Elena Lymberidi (EEB) supported global reduction goals for mercury.		Matthew Gubb (SAICM Secretariat)

AD HOC WORKING GROUP ON THE FUTURE OF IFCS

Participants discussed which institutional arrangements could maximize synergies and cost effectiveness while contributing to SAICM implementation.
