UNCCD COP 9On Friday, the first round of climate change negotiations after the Copenhagen Climate Change Conference opened at the Hotel Maritim in Bonn, Germany.

In the morning, the Ad Hoc Working Group on Long-term Cooperative Action under the United Nations Framework Convention on Climate Change (AWG-LCA) opened its ninth session, adopting the agenda and organization of work (FCCC/AWGLCA/2010/1 and 2). The AWG-LCA then began negotiations on the organization and methods of work in 2010.

In the afternoon, the eleventh session of the Ad Hoc Working Group on Further Commitments by Annex I Parties under the Kyoto Protocol (AWG-KP 11) held its opening plenary, adopting the agenda and organization of work (FCCC/AWGLCA/2010/1 and 2). In their opening statements, many developing countries stressed the importance of the AWG-KP negotiating track and called for agreement on ambitious emission reductions for Annex I countries under the Kyoto Protocol for the post-2012 period. Many developed countries highlighted the need for coordination with the work of the AWG-LCA, with some calling for a focus on the AWG-LCA. Parties agreed to hold consultations at AWG-KP 11 on the election of officers, on ways to advance work on Annex I countries' further commitments and on additional meeting time in 2010.

Dessima Williams, Grenada, speaking for the Alliance of Small Island States during the AWG-LCA's opening plenary. She urged parties to return to the negotiations with a renewed sense of commitment and urgency.
The Republic of Korea, for the Environmental Integrity Group, encouraged the AWG-LCA Chair to prepare new draft negotiating text before the June session, and called for at least two additional negotiating sessions.
During the AWG-LCA opening plenary, Fernando Tudela, Mexico, expressed support for the Chair’s efforts to start a new stage in these "complex negotiations" and outlined consultations by the Mexican COP Presidency to build confidence in the process.

Yemen, for the G-77/China, called for further commitments by Annex I parties for the Kyoto Protocol's second commitment period.
Spain, for the EU, identified Copenhagen as a step in negotiations for a legally-binding post-2012 agreement under the UNFCCC, recognizing the “crucial and sensible role” of the Kyoto track.
