The CBD presents a clear
mandate to the Parties for national policy reform, posing an enormous challenge
for governments. To date, the slow pace of government policy reform is
hampering implementation of the Convention. A key constraint to policy
reform is that national decisionmakers' often lack the information they
need to determine which policies support the Convention's objectives, which
policies should be changed, and which new policies are needed. Policy research
provides this information and analysis, assisting all stakeholders to fully
explore all the biodiversity management issues and policy choices confronting
them.
