On Friday, participants met in a final plenary session chaired by John Holmes, UN Under-Secretary-General for Humanitarian Affairs and Chair of the second session of the Global Platform for Disaster Risk Reduction.

Following a keynote address and feedback session, participants were presented with a Chair's Summary, a consensus-driven statement that will help guide the global disaster risk reduction community as they prepare for the mid-term review of the Hyogo Framework of Action in 2010, and the lead-up to the UN climate change negotiations in December 2009 in Copenhagen, Denmark.

Margareta Wahlström, UN Assistant Secretary-General and Special Representative for Disaster Risk Reduction said that the UNISDR will make available an online summary of work on the mid-term review, which will be open for comments from all stakeholders to this multistakeholder strategy.

CLOSING PLENARY

Chair Holmes described his impressions of the Second Platform, noting that participants had placed a strong emphasis  on community involvement, education and health, urban risks, the fundamental role of women and children and climate change.
Margareta Wahlström, UN Assistant Secretary-General, introduced a session on feedback from participants on the second Platform.
David Nabarro, UN System Coordinator on Avian and Human Influenza and the Global Food Security Crisis, stressed the importance of making pandemic preparedness an integral part of disaster risk reduction planning.

Laura Gurza, Ministry of Interior, Mexico, said that although the pandemic is a health problem it requires a response from various sectors of government and society, including the private sector.
Luz Amanda Pulido, Ministry of the Interior, Columbia, reiterated the need to ensure that there is greater investment in disaster preparedness and disaster recovery systems.
Norma Schimming-Chase, Member of Parliament, Namibia, gave an overview of the outcomes of the meeting of parliamentarians. 

Vincent Rembeth, Indonesia, urged participants to invest in financial and technical support for disaster risk reduction national platforms. 
Marling Haydeé Rodriguez, Grassroots Organizations Operating Together in Sisterhood, stressed that local level priorities must inform national level policies.

Ibrahim Osman, Deputy Secretary-General, International Federation of the Red Cross and Crescent, called for the establishment of clear national and international financial commitments to disaster risk reduction.
A youth participant from Bolivia, called for greater involvement of children at future UNISDR Platform meetings.
A youth participant from the Philippines, equated Geneva to a "school for governments" and urged delegates to return to their countries and "do their homework" on disaster risk reduction with a view to include young people in the various UNISDR processes.
