Reacting to Urquia's presentation, Cary Fowler, Senoir Advisior at IPGRI, stated that CGIAR invited the Secretariat to further explore different options for the facilitatiing mechanism and expressed the CGIAR's willingness to help. He also noted CGIAR's preference for the planned facility approach over the project model approach for implemetation of the GPA.

Fernando Chaparro, Executive Secretary of the Global Forum on Agricultural Research, emphasized integrating research, building national capacity, and end-use at the local level as indicators of successful implementation of the GPA.
