Convention on Biological Diversity – CBD

The 1992 Convention on Biological Diversity (CBD) has three objectives: the conservation of biological diversity; the sustainable use of its components; and the fair and equitable sharing of benefits arising out of the use of genetic resources. Parties are obligated to inventory and monitor biodiversity, incorporate the concepts of conservation and sustainable development into national strategies and economic development, and preserve indigenous conservation practices.

The Convention has three protocols. The Cartagena Protocol on Biosafety (2000) addresses the safe transfer, handling, and use of living modified organisms (LMOs) that may have adverse effects on biodiversity, taking into account human health. The Nagoya-Kuala Lumpur Supplementary Protocol on Liability and Redress to the Cartagena Protocol (2010) provides international rules and procedures on liability and redress for damage to biodiversity resulting from LMOs. The Nagoya Protocol on Access to Genetic Resources and the Fair and Equitable Sharing of Benefits arising from their Utilization (2010) sets out an international framework for the fair and equitable sharing of the benefits arising from the utilization of genetic resources, including by appropriate access to genetic resources and transfer of relevant technologies.

3rd Meeting of the Subsidiary Body on Implementation (SBI-3)

After six weeks of virtual negotiations, delegates agreed approval of any draft decisions will be postponed until parties to the Convention on Biological Diversity can meet in person, to finalize preparations for the 15th meeting of the Conference of the Parties and the post-2020 global biodiversity framework.

Informal Session for the 3rd Meeting of the Subsidiary Body on Implementation (SBI-3)

To maintain momentum and move towards the successful development of a new framework for global biodiversity governance, the Convention on Biological Diversity convened an informal meeting in preparation for the third meeting of the Subsidiary Body on Implementation focused on implementation-related matters, with the post-2020 global biodiversity framework taking central stage.

Convention on Biological Diversity: Special Virtual Sessions

To maintain momentum ahead of the United Nations Biodiversity Summit on 30 September 2020 and COP 15 in 2021, the CBD convened a series of special virtual sessions. It began with bad news for global biodiversity. The launch of the fifth edition of the Global Biodiversity Outlook, a final report card on progress against the 20 Aichi Biodiversity Targets adopted in 2010 with a 2020 deadline, starkly announced that none of the targets will be met.

2nd Meeting of the Open-ended Working Group on the Post-2020 Global Biodiversity Framework

At its second meeting, the Working Group commented on the zero draft of the post-2020 global biodiversity framework that was released in January 2020. Delegates approved the final recommendation of the meeting compiled by Co-Chairs Francis Ogwal (Uganda) and Basile van Havre (Canada), and adopted the meeting’s report.

23rd Meeting of the CBD Subsidiary Body on Scientific, Technical, and Technological Advice (SBSTTA 23) and 11th Meeting of the Ad Hoc Open-ended Working Group on Article 8(j) and Related Provisions (WG8J 11)

Delegates focused on the role of indigenous peoples and local communities and addressed links between nature and culture for the development of the post-2020 framework. Delegates also addressed the scientific and technical base of the post-2020 framework.

1st Meeting of the Open-ended Working Group on the Post-2020 Global Biodiversity Framework

The adopted conclusions of the meeting include agreement on: a non-paper on possible elements of the Global Biodiversity Framework (GBF); the dates of and venue of the second and third meetings of the Working Group, to be held in February 2020 in China and in July 2020 in Colombia; and a zero draft text of GBF will be provided six weeks before the February 2020 meeting.
