Highlights for Saturday, 8 December 2018 Delegates huddle during the SBSTA closing plenary Posted by IISD Reporting Services on Sunday, 9 December 2018 The Katowice Climate Change Conference concluded its first week on Saturday. Each of the subsidiary bodies held their closing plenaries and forwarded work related to the Paris Agreement Work Programme (PAWP) to the COP for further work during the second week of the conference.Decisions for several other issues were finalized and sent for adoption by the COP, CMP, and CMA, including a decision on the Local Communities and Indigenous Peoples’ Platform, which establishes a Facilitative Working Group, with equal representation of parties and indigenous peoples.On the Intergovernmental Panel on Climate Change’s Special Report on Global Warming of 1.5°C, delegates were unable to agree whether they “welcomed” or “noted” the report. Many countries called attention to how the Special Report outlined the impacts of climate change, and supported the work of the IPCC, urging welcoming the report.As the subsidiary bodies finished their work, Sarah Baashan, Co-Chair of the Ad Hoc Working Group for the Paris Agreement (APA) said: "We have seen how a small group of people can achieve a great difference in the fight against global change."Next week, discussions will continue, and many expect the ministers to help make political choices that can unlock persistent disagreements in the PAWP.For more details on the day's events and to hear what delegates said in the corridors, see our daily Earth Negotiations Bulletin (ENB). On Monday, parties at the Bonn Climate Change Conference focused on launching substantive work by establishing negotiating groups. Plenary meetings of the three main negotiating bodies, the Subsidiary Body for Implementation (SBI), the Subsidiary Body for Scientific and Technological Advice (SBSTA) and the Ad Hoc Working Group on the Paris Agreement (APA) made good progress, with each body working through its agenda without major disagreements. In the evening, the three bodies held a joint plenary to hear statements from parties and observer organizations. In the afternoon, several of the negotiating groups held their first meetings and started substantive negotiations on issues such as agriculture, technology, finance, market and non-market mechanisms, and adaptation. Throughout the day, a training workshop also took place to consider economic modelling tools related to the work programme on response measures. Its aim was to understand and quantify the cross-border impacts of climate-related policies (i.e., response measures). The Fiji / Bonn Climate Change Conference opened in Bonn, Germany. In the morning, Prime Minister Frank Bainimarama, Fiji, was elected COP 23 President by acclamation. He then presided over a traditional Fijian ceremony, the Qaloqalovi, which included the presentation of a Tabua, the tooth of a sperm whale. During the opening ceremony, UN Framework Convention on Climate Change (UNFCCC) Executive Secretary Patricia Espinosa called on parties to act with urgency, saying “right here, right now is where we begin.” The opening plenaries of the Conference of the Parties (COP), Conference of the Parties Serving as the Meeting of the Parties to the Kyoto Protocol (CMP) and Conference of the Parties serving as the Meeting of the Parties to the Paris Agreement (CMA) met during the morning and early afternoon. In the afternoon, the opening plenaries of the Subsidiary Body for Implementation (SBI) and Subsidiary Body for Scientific and Technological Advice (SBSTA) met in parallel and, later, in a joint plenary. Ad Hoc Working Group on the Paris Agreement (APA) roundtables met on compliance and on further guidance relating to the mitigation section of Decision 1/CP.21 (the Paris outcome) in the afternoon. The Bonn Climate Change Conference continued on Tuesday morning with the opening of the Ad Hoc Working Group on the Paris Agreement (APA) and a Subsidiary Body for Scientific and Technological Advice (SBSTA) informal consultation. In the afternoon, several contact groups and informal consultations under the SBSTA and Subsidiary Body for Implementation (SBI) convened. The SBI and SBSTA plenaries resumed to hear opening statements and consider outstanding agenda items. A SBSTA workshop on types of revegetation activities potentially eligible as Clean Development Mechanism (CDM) project activities also took place in the afternoon. The Bonn Climate Change Conference opened on Monday. In the morning, COP 21/CMP 11 President Ségolène Royal, France, opened the session, calling on negotiators to become “builders” working from the foundation laid by the Paris Agreement. This sentiment was echoed by UN Framework Convention on Climate Change (UNFCCC) Executive Secretary Christiana Figueres, who received a standing ovation in gratitude for her service. After opening statements, the Subsidiary Body for Scientific and Technological Advice (SBSTA) opening plenary took place. In the afternoon, the Subsidiary Body for Implementation (SBI) opening plenary convened, where parties, after some debate, adopted the agenda, pending further discussions on an agenda item on the registry of nationally determined contributions referred to in Article 4, paragraph 12 of the Paris Agreement. After opening several agenda items, the SBI suspended and the SBSTA opening reconvened. A SBSTA contact group, SBSTA and SBI informal consultations, and an in-session workshop on exploring financing and the use of the Clean Development Mechanism (CDM) by international climate finance institutions also convened in the afternoon.
