On Monday, 3 April, delegates to the third session of the Preparatory Committee on the elements of a draft text of an international legally binding instrument on the conservation and sustainable use of marine biodiversity of areas beyond national jurisdiction (PrepCom 3) convened in the informal working group on capacity building and technology transfer (CB&TT) in the morning. The informal working group on cross-cutting issues, facilitated by Chair Sobral Duarte, met for the rest of the day, addressing the scope of a new legally binding instrument, its relationship with other instruments and its possible institutional arrangements. On Friday, the Panel adopted decisions agreeing to the outlines of the Special Report on climate change, desertification, land degradation, sustainable land management, food security, and greenhouse gas fluxes in terrestrial ecosystems (SR2) and the Special Report on climate change and oceans and the cryosphere (SROCC). The Panel also adopted a decision on the IPCC Trust Fund Programme and Budget and agreed on the terms of reference for the Ad Hoc Task Group on the Financial Stability of the IPCC. The Panel agreed that IPCC-46 will convene in Montreal, Canada, during the first week of September 2017. IPCC-45 closed at 5:07 pm. On Thursday morning, the Panel continued its consideration for the outline of the Special Report on climate change, oceans and the cryosphere (SROCC). The Panel then considered the revised outline presented by the Scientific Steering Committee for the Special Report on climate change, desertification land degradation, sustainable land management, food security, and greenhouse gas fluxes in terrestrial ecosystems (SR2). On Thursday, 30 March, delegates to the third session of the Preparatory Committee on the elements of a draft text of an international legally binding instrument on the conservation and sustainable use of marine biodiversity of areas beyond national jurisdiction (PrepCom 3) reconvened in the informal working group on environmental impact assessments (EIAs). The working group met throughout the day, focusing on triggers, process and governance, including questions of costs, transparency, consultations, monitoring and review. Delegates also discussed strategic environmental assessments and capacity building.
