View of the Plenary during the High-level Event on the right to food. ©FAO On Thursday, CFS 45 held a Global Thematic Event on the on right to food, discussed critical and emerging issues for food security and nutrition, and considered a report by the High-level Panel of Experts (HLPE) titled “Multistakeholder Partnerships to Finance and Improve Food Security and Nutrition in the Framework of the 2030 Agenda.” During the Global Thematic Event, keynote speakers, panelists and members reviewed the uptake of the Voluntary Guidelines on the Progressive Realization of the Right to Adequate Food and shared lessons and experiences. Speakers stressed, among other issues: The need to make a clear connection between the right to food and food security; The need to link the right to food to all Human Rights and to use rights-based approaches; The responsibility of states to embed the right to food into their constitutions and ensure involvement of all citizens in relevant decisions; and The importance of the right to food for achieving all SDGs. The discussion on critical and emerging issues focused on future work of the HLPE, including whether the HLPE should develop a stocktaking report and global narrative on food security and nutrition or focus on emerging issues. Members made numerous suggestions for new issues. They eventually decided to ask the HLPE to produce a stocktaking report and to task the Bureau with the development of a process for selecting critical and emerging issues for future work. In response to the report on multistakeholder partnerships, several members noted that partnerships for financing cannot replace government support. L-R: View of the Working Group session from the perspective of the Working Group Co-Chairs On Friday, the Working Group addressed: •    criteria and options for possible expansion of the coverage of the Multilateral System; •    development of a proposal for a growth plan to attain the enhanced Multilateral System; and •    preparations for the ninth meeting of the Working Group.On expansion of coverage of the Multilateral System, the Working Group requested that the Co-Chairs explore supportive measures to facilitate discussions, including explanatory notes that could be used for regional preparation.The Working Group then discussed proposals on the way forward in relation to the growth plan to attain the enhanced Multilateral System, focusing on procedural, legal, and trust-building measures.Participants noted that the ninth meeting of the Working Group will be held from 17-21 June 2019, in Rome. They then adopted the meeting’s report, highlighting divergent views on expansion of the coverage of the Multilateral System and on digital sequence information. Co-Chair Mozafari closed the meeting at 4:44 pm. L-R: Álvaro Toledo, ITPGRFA Secretariat, in a discussion with Hans Hoogeveen and Javad Mozafari, Working Group Co-Chairs On Thursday, the Working Group continued deliberations on the draft revised SMTA, addressing in particular: terms and conditions of the subscription system; benefit-sharing payments; and exemptions from payments for specific categories of users. The Working Group then addressed digital sequence information (DSI) and a possible adaptation of the coverage of the Multilateral System. On DSI, participants heard about developments in other fora from the Secretariats of the Convention on Biological Diversity (CBD) and the FAO Commission on Genetic Resources for Food and Agriculture (CGRFA). Discussion focused on whether and how to address benefit-sharing from DSI that derives from plant genetic resources for food and agriculture in the Multilateral System. Opinions differed, including on whether DSI is within the Treaty’s scope, and whether a definition is necessary. Participants then debated a possible adaptation of the coverage of the Multilateral System and discussed the legal status of plant genetic resources in in situ conditions. Developing country regions called for clear indications that benefit-sharing is working before expanding the list of crops in the Multilateral System. Developed countries noted that enhancement of the Multilateral System needs to go in parallel with its expansion. Deliberations will resume on Friday. The Working Group is composed of up to 27 regional representatives: up to five from Europe; up to five from Asia; up to five from Latin America and the Caribbean (GRULAC); up to three from the Near East; up to two from North America; and up to two from the Southwest Pacific. Up to two representatives from each of the following groups may participate as observers: civil society organizations; the seed industry; farmers’ organizations; and the CGIAR Consortium of International Agricultural Research Centers. The Working Group heard opening statements, addressed organizational matters, and began text-based negotiations on a draft revised Standard Material Transfer Agreement (SMTA). Co-Chair Javad Mozafari opened the meeting, highlighting that the Treaty is crucial for food security and sustainable agriculture globally, and calling for expedited efforts to enhance its efficiency. He recalled that the Working Group elected Amb. Hans Hoogeveen (the Netherlands) by electronic means as the new Co-Chair of the Working Group, to replace former Co-Chair Bert Visser, who retired during GB 7. Co-Chair Hans Hoogeveen said that informal consultations highlighted elements of compromise on several controversial areas. ITPGRFA Secretary Kent Nnadozie expressed hope that the spirit of understanding and cooperation that prevailed during informal consultations will continue. Several participants expressed optimism about the upcoming negotiations and highlighted progress achieved so far. The Working Group then began text-based negotiations on the draft revised SMTA, focusing on the terms and conditions of the subscription system. Among other issues, participants addressed: •    the effect, coverage, and registration of subscription; •    monetary benefit-sharing, including the basis for payments, and who is obliged to pay; •    complexities arising from use of digital sequence information (DSI); •    exemptions from payments; and •    differentiated rates. Incoming COP 24 President Michał Kurtyka, Poland On Wednesday, delegates at the Bangkok Climate Change Conference continued negotiations on the Paris Agreement Work Programme (PAWP), including on issues related to: transparency; adaptation, including the future of the Adaptation Fund; predictability of finance; technology; the global stocktake; market and non-market approaches; response measures; implementation and compliance; and possible additional PAWP items. Observer organizations met with the Incoming COP 24 Presidency and with the Presiding Officers of the Ad Hoc Working Group on the Paris Agreement (APA), Subsidiary Body for Implementation (SBI), and Subsidiary Body for Scientific and Technological Advice (SBSTA). With the first week of negotiations coming to a close, one of the day's key events was the joint stocktaking plenary by the Subsidiary Body for Implementation (SBI), the Subsidiary Body for Scientific and Technological Advice (SBSTA) and the Ad Hoc Working Group on the Paris Agreement (APA). A Gender Dialogue also convened, and the Paris Committee on Capacity-Building (PCCB) held a meeting. The main focus in the negotiations remained on the Paris Agreement Work Programme (PAWP), which needs to be finalized by COP 24. A range of topics were taken up during the day, including finance, adaptation, mitigation, market and non-market approaches, response measures, and the transparency framework. Negotiating groups also met to discuss various other issues on the SBSTA and SBI agendas, including arrangements for intergovernmental meetings, agriculture, and research and systematic observation.
