Bonn Climate Change Conference - May 2016

The Bonn Climate Change Conference continued on Tuesday morning with the opening of the Ad Hoc Working Group on the Paris Agreement (APA) and a Subsidiary Body for Scientific and Technological Advice (SBSTA) informal consultation. In the afternoon, several contact groups and informal consultations under the SBSTA and Subsidiary Body for Implementation (SBI) convened. The SBI and SBSTA plenaries resumed to hear opening statements and consider outstanding agenda items. A SBSTA workshop on types of revegetation activities potentially eligible as Clean Development Mechanism (CDM) project activities also took place in the afternoon. 20th Meeting of the CBD Subsidiary Body on Scientific, Technical and Technological Advice and 1st Meeting of the Subsidiary Body on Implementation

On Friday, 6 May 2016, delegates to the first meeting of the CBD Subsidiary Body on Implementation (SBI) finalized 13 recommendations. CBD Executive Secretary Dias highlighted recommendations on biodiversity mainstreaming, the SBI modus operandi, synergies with biodiversity-related conventions, guidelines for national reports, and resource mobilization. He also pointed to the voluntary peer-review process of implementation, and to COP 13 meeting for the first time concurrently with the Protocols’ COP/MOPs. The EU drew attention to the need to scale up efforts to achieve the Aichi targets, and to link efforts on biodiversity mainstreaming with the Sustainable Development Goals. India for Asia-Pacific considered that the SBI was off to a good start and welcomed the identification of means to overcome obstacles in achieving the Aichi targets, such as capacity building and resource mobilization. St Kitts and Nevis for GRULAC underscored the need to review progress also in the provision of support for implementation. The CBD Alliance noted the need to look into implementation in more detail in the future, involving indigenous peoples and local communities (IPLCs), women and civil society in the peer review of NBSAPs and national reports; and expressed concern about the emphasis on the business sector and natural capital in relation to biodiversity mainstreaming. The International Indigenous Forum on Biodiversity urged the full and effective participation of IPLCs, including women and youth, in the review of implementation, in work on integration of the Convention and its Protocols, and capacity building. SBI 1 Chair Jae Choe (Republic of Korea) congratulated delegates on their tireless work ethic and drew the meeting to a close at 4:47 pm. 20th Meeting of the CBD Subsidiary Body on Scientific, Technical and Technological Advice and 1st Meeting of the Subsidiary Body on Implementation

On Thursday, 5 May 2016, in the morning, delegates to the first meeting of the CBD Subsidiary Body on Implementation (SBI) considered draft recommendations on: review of progress in the implementation of the Convention, the financial mechanism, resource mobilization, review of progress towards Aichi target 16 on the Nagoya Protocol, and on the assessment and review of effectiveness of the Cartagena Protocol, including a discussion on whether the terminology “indigenous peoples and local communities” should be used under that Protocol. In the afternoon, SBI 1 plenary considered draft recommendations on: biodiversity mainstreaming; administration of the Convention, including functional review of the Secretariat; and national reporting. Plenary reconvened in the evening to consider draft recommendations on: the SBI modus operandi; enhancing integration among the Convention and its Protocols, and the organization of meetings; capacity building; and use of the terminology “indigenous peoples and local communities.” A Friends of the Chair group on synergies among biodiversity-related conventions met at lunchtime and in the evening. Another Friends of the Chair group on biodiversity mainstreaming met in the evening. Habitat III Open-Ended Informal Consultative Meetings

On Monday, 25 April 2016, the Habitat III Open-Ended Informal Consultative Meeting commenced at UN Headquarters in New York. The opening session included remarks by the Habitat III Secretary-General Joan Clos, who stressed the importance of multi-stakeholder input into the zero draft of Habitat III. This was followed by a synopsis of the key recommendations and information on the development of the zero draft and a general exchange of views. Panelists outlined expert input from the thematic and regional processes, stressing that these need to be translated into an actionable New Urban Agenda. During discussions, parties and observer organizations addressed: the relationship between the New Urban Agenda and the Sustainable Development Goals (SDGs) and the Sendai Framework for Disaster Risk Reduction (DRR); and the role of governance in addressing challenges, such as responding to climate change and achieving sustainable urban environments. In the afternoon, the meeting considered regional presentations on recommendations, expectations and potentials from the Habitat III regional meetings. Reports were heard from the regional preparatory meetings, including: Asia-Pacific, in October 2015, in Jakarta, Indonesia; Africa, in February 2016, in Abuja, Nigeria; Europe, in March 2016, in Prague, Czech Republic; and Latin America and the Caribbean, in April 2016, in Toluca, Mexico. Discussions addressed, inter alia: the roles of local authorities in urban sustainability; the need for a strong follow-up and review mechanism for the New Urban Agenda; that all regions emphasized the need for an action-oriented agenda; the need for integrated, participatory and people-oriented approaches; and including issues of the informal sector and the challenges posed by mass migration. During the day, many welcomed the open and participatory nature of the regional processes. High Level Thematic Debate on Achieving the Sustainable Development Goals

The High-level Thematic Debate on Achieving the Sustainable Development Goals (SDGs) took place on Thursday, 21 April 2016, at UN Headquarters, in New York. Following opening keynote speeches, plenary convened throughout the day for national statements on the theme “Action at All Levels: National Implementation.” In the morning, two panels took place on the theme “financing poverty eradication and sustainable development” addressing successful frameworks and strategies for financing SDGs and the paradigm shift towards low carbon societies, and enhancing international cooperation in tax and financial matters. A high-level lunch discussed partnerships for SDG implementation. In the afternoon, two panels took place under the theme “technology and data for SDGs,” on enhancing technology development and cooperation for SDGs and harnessing the data revolution for SDGs. In the evening, a high-level reception addressed climate action in the context of sustainable development.
