The 14th Meeting of the Parties to the Montreal Protocol

The high-level segment began with an opening ceremony. Delegates then heard presentations from the Assessment Panels, the Multilateral Fund Executive Committee and implementing agencies before considering outstanding agenda items from the preparatory segment and country statements.

Part I: Morning Plenary: Opening of High-Level Segment

The high-level segment opened with addresses by, among others, Rukman Senanayake, Vice-President of the Thirteenth Meeting of the Parties (MOP) to the Montreal Protocol; Shafqat Kakakhel, Deputy Executive Director of the UN Environment Programme (UNEP); and Altero Matteoli, Minister of the Environment and Territory of Italy.

 










Rukman Senanayake, Vice-President of the Thirteenth MOP to the Montreal Protocol, remarked on the successful implementation of the Montreal Protocol and the challenge of phasing out ODS in the next decade.


 
 












Shafqat Kakakhel, UNEP Deputy Executive Director, stressed that the struggle for ozone protection is far from accomplished and that failure to comply with the Montreal Protocol could delay and even jeopardize the recovery of the ozone layer. He called upon developed countries to provide support to developing countries to assist them in fulfilling their commitments.

 













Altero Matteoli, Minister of the Environment and Territory of Italy, welcomed participants and said that the Montreal Protocol and its Multilateral Fund are models of cooperation and partnerships.

Part II: Matteoli Press Conference

On Thursday morning, Altero Matteoli, Minister of Italy held a press conference on COP-6/MOP-14 with Corrado Clini, the Director General of the Italian Ministry of the Environment and Territory, Shafqat Kakakhel, UNEP Deputy Executive Director, and Omar El-Arini, Chief Officer of the Multilateral Fund for the Implementation of the Montreal Protocol.

Members of the press asked questions on illegal trade, participation by the US in ozone negotiations, and the relevance of the Vienna Convention and Montreal Protocol in light of other environmental concerns.

A number of organizations have set-up information tables in the FAO exhibition area, including Proklima, a programme to assist countries in meeting the Montreal Protocol obligations for the phase-out of Ozone Depleting Substances (ODS).
