Highlights for Tuesday, 9 June 2015

On Tuesday, 9 June, plenary met to adopt draft resolutions. Delegates agreed to use COP11 language on "indigenous peoples and local communities" in all resolutions. Delegates also agreed to proceed on the basis of revised drafts that have not been translated into all official languages or that have not been circulated the day before, in order to advance proceedings.

12:15pm: Plenary adopted without amendments the resolution on evaluating and ensuring the effective management and conservation of Ramsar Sites. Following a suspension to address delegates' concern about clarity of other draft resolutions to be adopted, plenary considered the revised draft resolution on the status of Sites in the Ramsar List of Wetlands of International Importance.

1:13pm: Plenary adopted resolutions on the programme on communication, capacity development, education, participation and awareness 2016-2021, and on the status of Sites in the Ramsar List of Wetlands of International Importance.

3:20pm: Plenary adopted resolutions on: wetlands and disaster risk reduction; the responsibilities, roles and composition of the Standing Committee and regional categorization of countries under the Ramsar Convention; and financial and budgetary matters, with a 0% budget increase for 2016-2018.

4:46pm: Plenary adopted several resolutions, including on: peatlands and climate change; wetland city accreditation of the Ramsar Convention; and new strategic plan 2016-2024.

6:39pm: Ramsar COP12 drew to a close, after adopting 16 resolutions by consensus, including the Declaration of Punta del Este by acclamation

Highlights for Monday, 8 June 2015

On Monday, 8 June, plenary met briefly in the morning, afternoon and evening to hear reports from contact and informal groups, and to adopt a revised resolution on the conservation of Mediterranean Basin island wetlands. Delegates also saw videos on wetland management experiences from Senegal and Bolivia, and on the United Arab Emirates as the host country for COP13.

Several informal negotiations continued throughout the day, including on: the strategic plan, peatlands, wetland city accreditation, disaster risk reduction, the proposed new framework for the delivery of scientific and technical advice and guidance under the Convention, and evaluating and ensuring Ramsar Sites' effective management. All informal negotiations concluded in the evening, with delegates agreeing to anticipate the start of Tuesday's plenary at 9:00 am.

Highlights for Sunday, 7 June 2015

On Sunday 8 June, delegates to the Ramsar COP12 participated in full-day field trips to appreciate Uruguay's efforts to conserve and wisely use its wetlands. Upon their return, several informal groups met at night at the conference venue to continue work on outstanding issues in draft resolutions.

Highlights for Saturday, 6 June 2015

On Saturday, 6 June, plenary met throughout the day to consider the remaining draft resolutions on the Ramsar COP12 agenda: proposed new framework for the delivery of scientific and technical advice and guidance on the Convention; wetlands and disaster risk reduction; the status of Sites on the Ramsar List of Wetlands of International Importance; regional initiatives 2016-2018 in the framework of the Ramsar Convention; conservation of Mediterranean Basin island wetlands; evaluating and ensuring the effective management and conservation of Ramsar Sites; and the Standing Committee's responsibilities, roles and composition, and regional categorization of countries. Friends of the President groups on the strategic plan and on peatlands met throughout the day. The Standing Committee finance sub-group met at lunchtime and in the evening. A contact group on Ramsar wetland city accreditation, and the appointees to the incoming Standing Committee 2015-2018 met in the evening.

Highlights for Friday, 5 June 2015

On Friday, 5 June, Ramsar COP12 met in plenary throughout the day to consider draft resolutions on: enhancing the languages of the Convention and its visibility and stature, and increasing synergies with MEAs and other international institutions; the Convention’s programme on communication, capacity development, education, participation and awareness 2016-2021; Ramsar wetland city accreditation; a call to action to ensure and protect the water requirements of wetlands for the present and the future; and peatlands, climate change and wise use: implications for the Ramsar Convention.

A special session for World Environment Day was held at lunchtime. COP12 President Rucks highlighted this year's World Environment Day under the theme “Seven billion dreams. One planet. Consume with care,” as a reminder of global commitments to the environment and ways to fulfil them, including through the Ramsar Convention. Elizabeth Mrema, UNEP, delivered a statement on behalf of UNEP Executive Director Achim Steiner, emphasizing that World Environment Day draws attention to the impact on wetlands of the increasing global population and a growing middle class. Eneida de León, Minister of Housing, Territorial Planning and Environment, Uruguay, emphasized structural and technological transformation assisting sustainable development, that is compatible with macroeconomic considerations and provides for equity and participation. On this occasion, a ministerial decree was signed for the protection of the environment and freshwater of the Laguna del Sauce in Maldonado, Uruguay, and a commemorative stamp was introduced under the theme, “wetlands for the future.”

The contact group on the strategic plan met at lunchtime. The SC finance sub-group met at lunchtime and in the evening. A contact group on Ramsar wetland city accreditation met in the evening..

Highlights for Wednesday, 3 June 2015

On Wednesday, 3 June, Ramsar COP12 met in plenary throughout the day to address organizational matters and consider the reports: of the Standing Committee; of the Ramsar Secretary General; on the implementation of the Communication, Education, Participation and Awareness Programme; and of the Scientific and Technical Review Panel. Plenary also heard a presentation on  “Wetlands in Uruguay” and engaged in a panel discussion on “Innovative Public-Private Partnerships.”

The day concluded with the presentation of the Ramsar Wetland Conservation Awards 2015, to honor: for wise use, Giselle Hazzan, Ein Afek Nature Reserve, Israel, for her significant contribution to the restoration, conservation and management of a key wetland area in an otherwise dry country; for innovation, Jean-Christophe Henry, Oceanium, Senegal, for restoring a highly degraded mangrove forest in partnership with Danone's Livelihoods Fund; and as young wetland champion, Jorge Emmanuel Escobar Moreno, Fundación Humedales Bogotá, Colombia, for raising awareness about the need to rescue wetlands from industrialization and development. Merit awards to recognize outstanding achievements in the wetland community were presented to: Professor William Mitsch, Everglades Wetland Research Park, USA; Professor Gea Jae Joo, Pusan National University, Republic of Korea; and Jean Jalbert, Tour du Valat Research Centre, France.

Highlights for Tuesday, 2 June 2015

Following the 49th meeting of the Standing Committee and regional meetings, the 12th Meeting of the Conference of the Contracting Parties to the Ramsar Convention on Wetlands (COP12) opened on Tuesday afternoon, 2 June 2015, in Punta del Este, Uruguay, under the theme, "Wetlands for our Future." Delegates heard opening remarks, with several speakers underscoring linkages with the Sustainable Development Goals.

COP12 will continue until 9 June and address, among others: a strategic plan for 2016-2021; a proposed new framework for delivery of scientific and technical advice and guidance on the Convention; peatlands, climate change and wise use; a call to action to ensure and protect the water requirements of wetlands for the present and the future; wetlands and disaster risk reduction; and wetland city accreditation.
