The UNCCD has proven itself to be a “learning convention” with parties exhibiting willingness to take stock and adjust structures and institutions over the years. The Scientific Conference concept perhaps best exemplifies this reflexivity, and as participants gathered for its third iteration, they were asked to engage with a new format and approach.

Key to determining the success (or failure) of efforts to combat global warming is a common methodology to assess greenhouse (GHG) emissions and removals, which was the main task of the IPCC in Kyoto: to adopt the 2019 Refinement to the 2006 Guidelines on National GHG Inventories prepared by scientists according to IPCC Principles and Procedures.

Despite more progress at this two-week session than over the last decade, delegates were unable to reach consensus on a new high seas treaty addressing marine biodiversity in areas beyond national jurisdiction and, instead, suspended the session, to be resumed in early 2023.
