The Ministerial Thematic Forums for the HLDE launched reports prepared by Technical Working Groups, each with detailed recommendations for action needed, on five thematic topics also explored during the week by multi-stakeholder dialogues and ministerial sessions
34th Meeting of the Open-Ended Working Group of the Parties to the Montreal Protocol
Throughout the week, delegates focused on the amendment proposals, the 2015-2017 replenishment of the MLF, and the outcomes of the HFC management workshop held immediately before the meeting. Clear divisions among parties meant that little progress on the amendment proposals was achieved.
37th Meeting of the Open-Ended Working Group of the Parties to the Montreal Protocol
Delegates made slow and steady progress throughout the week, with many lauding discussions for moving from a general nature to addressing specific challenges. Although the contact group was not able to complete its mandate, a sense of optimism remained after the closing session with expectations that the next round of negotiations would continue to make significant progress and provide concrete steps towards adopting an amendment on HFC management in 2016.

59th Meeting of the GEF Council
The Council meetings included extensive discussions of the COVID-19 pandemic, deliberating the pandemic’s impact on project management, and considered a white paper by the GEF COVID-19 Task Force outlining how environmental action can reduce future threats of disease outbreak. The GEF Council also endorsed a new private sector engagement strategy, outlining how the GEF will work in a systematic manner with industry groups, companies, and investors to reverse unsustainable global trends and deliver global environmental benefits.

Many participants raised the need for a science-policy interface (SPI) on chemicals and wastes—noting any such body should be global, authoritative, “horizon scanning,” prestigious, independent and inclusive.
4th Meeting of the Intersessional Process for Considering SAICM and the Sound Management of Chemicals and Waste Beyond 2020
Participants made progress on the outline for a future framework on chemicals and waste to guide global efforts for years to come, and agreed to reconvene in early 2023 for further deliberations to enable the framework’s adoption at the International Conference on Chemicals Management in September 2023.
