Chile/Madrid Climate Change Conference - December 2019

18th Meeting of the Conference of the Parties of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES CoP18)
COP18 highlighted the increasing pressures on CITES as an instrument to counter the rising scale of biodiversity loss, as parties struggled to address stresses other than trade on wildlife populations, including habitat loss, disease outbreaks, and human-wildlife conflict. These are issues CITES is not designed to regulate but must consider when considering what “sustainable use” of endangered species means.
2018 UN Biodiversity Conference
The Conference adopted a number of decisions on a series of strategic, administrative, financial, and ecosystem-related issues of relevance to the implementation of the Convention and its Protocols. These included 37 decisions under the CBD COP; 16 decisions under the Cartagena Protocol COP/MOP; and 16 decisions under the Nagoya Protocol COP/MOP.
5th Session of the Intergovernmental Conference (IGC) on the BBNJ
Despite more progress at this two-week session than over the last decade, delegates were unable to reach consensus on a new high seas treaty addressing marine biodiversity in areas beyond national jurisdiction and, instead, suspended the session, to be resumed in early 2023. Expected by many to be a game changer in Ocean governance, a new legally binding agreement on the conservation and sustainable use of marine biological diversity of areas beyond national jurisdiction (BBNJ) was adopted by consensus at UN Headquarters in New York after 17 years of negotiations.

They called on everyone to rally in the second half to achieve the Agenda and its 17 Sustainable Development Goals, overcoming the setbacks caused by climate change, conflict, the COVID-19 pandemic, and debt.
