Amb. Dr. Stanley Kalpage said that human settlements is, and should be, one of the first priorities in the development agenda of all developing countries. He supported the Centre for Human Settlements and said that it has a crucial role to play in supporting national governments to become effective facilitators in the field of housing. He supported the Commission on Human Settlements' recommendation that UNEP and Habitat "be kept under distinct senior management in accordance with the specific nature and activities of the two bodies." The challenge before the international community in the area of human settlements necessitates the appointment of the Executive Director of Habitat without further delay.
