ARGENTINA:
Amb. Raul Estrada Oyuela stressed the importance
of financial resources and technology transfer in the
implementation of Agenda 21 by developing countries. Argentina
supports the INCD and the need to negotiate instruments that take
into consideration the needs of different regions. The Conference
on Straddling and Highly Migratory Fish Stocks should be consistent
with the Law of the Sea. Estrada also supported the Conference on
the Sustainable Development of Small Island Developing States. With
regard to the CSD, the work programme for next year is of
fundamental importance. The problem of hazardous wastes must be
considered in the context of the Basel Convention, which is still
awaiting ratification by a number of developed countries. Water
issues are also of prime importance. The restructuring of the GEF
is in progress and Argentina hopes for a successful outcome in
Cartagena next month. However, the amount of funds pledged for the
restructured GEF is now less than was announced in Beijing last
spring. The Climate Change Convention has been ratified by 42
countries and only needs 8 more ratifications to enter into force.
Argentina will ratify it in a few weeks. The first meeting of the
Conference of Parties will meet in March in 1995 and the G-77 will
present to the General Assembly a draft resolution to this effect.
