BRAZIL:

Adhemar Bahadian noted the landmark set by UNCED in democratizing international relations and strengthening multilateralism and that the "Spirit of Rio" should be kept alive. He called the creation of the two CSD working groups crucial for effective implementation of Agenda 21, noting their role in providing a political framework. Informal meetings on CSD topics may offer a supplementary contribution but only within the domain of the CSD will it be possible to achieve recommendations with full participation. Brazil expects the establishment of a legally binding instrument to prevent the depletion of straddling and highly migratory fish stocks. He stressed the importance of access to environmentally sound technology, restating Brazil's proposal that the CSD working group on technology prepare a catalog of existing public domain technologies for the sectoral clusters to be considered by the CSD in 1994.
