ARTICLES 26 and 27 -- SCIENTIFIC AND TECHNOLOGICAL COUNCIL AND THE EVALUATION AND MONITORING CENTRE:
These two articles are
entirely bracketed. The problem lies in the reluctance of the
developed countries to create new institutions due to the costs
involved. However, the US favors the establishment of a Scientific
and Technological Council, an institution that Egypt says need not
be a new infrastructure but a body that advises the COP. Developing
countries want both of these institutions to be established. They
point out that the decision by the Committee not to establish the
institutions may, in the long run, be more expensive. Since the
establishment of the institutions is being questioned, the contents
of the articles were barely discussed.
PART V: PROCEDURES
ARTICLE 28 -- COMMUNICATION OF INFORMATION ON IMPLEMENTATION:
This article provides for the reporting mechanisms for the Parties
in the implementation of the Convention. Only one paragraph, which
relates to the requirement that affected country Parties should
provide a description of their strategies for the assistance
provided by developed country parties and other countries, remains
bracketed. The debate is linked to the fact that there is already
a provision for affected country Parties to provide these
strategies and it is not clear if the strategies will differ.
