REGIONAL IMPLEMENTATION ANNEX FOR THE NORTHERN MEDITERRANEAN:

This Annex mainly covers Greece, Portugal and Spain. It differs from the other annexes in its orientation. While the other three tend to link desertification and drought-related problems to socio-economic factors, this Annex addresses the issue from a more scientific approach. Only two economic issues are emphasized as causal factors: urbanization and agricultural practices. Another important distinguishing factor is the provision that clearly disqualifies the region for eligibility for funds raised through the main Convention. The Northern Mediterranean Annex is the only annex that provides for coordinated activity with other regions, particularly with North Africa, in the preparation and implementation of action programmes. Even the African Annex does not acknowledge this collaboration. It is noteworthy, however, that while this Annex was one of the least contentious, it appeared that Spain, who had lobbied for it, initially met with considerable resistance from OECD countries.
