CLIMATE CHANGE BRIEFING

Raul. A. Estrada Oyuela, Chair of the Climate Change INC, briefed delegates on the work of the INC at the beginning of the afternoon session. Since the Rio Conference the INC has held two sessions in preparation for the first session of the Conference of Parties. So far 24 governments have ratified the Convention and it is likely that in 1994 the Convention will have the 50 ratifications necessary to enter into force. The Committee has been focussing its work on preparing institutional decisions, analyzing studies carried out in the context of the World Climate Programme and the IPCC, and interim financial arrangements.
