Brazil
noted the landmark set by UNCED in democratizing
international relations and strengthening multilateralism and that
the "Spirit of Rio" should be kept alive. He called the creation of
the two CSD working groups crucial for effective implementation of
Agenda 21, noting their role in providing a political framework. He
stressed the importance of access to environmentally sound
technology, restating Brazil's proposal that the CSD working group
on technology prepare a catalog of existing public domain
technologies for the sectoral clusters to be considered by the CSD
in 1994.
