IX. POPULATION DISTRIBUTION, URBANIZATION AND INTERNAL MIGRATION

This chapter contains three parts: population distribution and sustainable development; population growth in large urban agglomerations; and internally displaced persons. Delegates reached agreement on most of this chapter at PrepCom III. During discussion of this chapter in the Main Committee on Thursday, 8 September, a considerable amount of time was spent discussing the bracketed text "[nationally and internationally]" in paragraph 9.25, which addresses solutions to questions related to internally displaced persons, including their right to voluntary and safe return to their home of origin. Several alternative phrases were proposed before consensus was finally achieved. The text reads: "Measures should be taken at the national level with international cooperation, as appropriate, in accordance with the United Nations Charter to find lasting solutions to questions related to internally displaced persons, including their rights to voluntary and safe return to their home of origin."
