XVI. FOLLOW-UP TO THE CONFERENCE

This chapter contains three sections, dealing with national activities, subregional and regional activities, and activities at the international level. The only brackets were in paragraph 16.3 on implementation, monitoring and review, where delegates had to choose between three possible options: consistency with human rights and ethical principles, the adoption of indicators, or consistency with the principles and objectives of the Programme of Action. The US, supported by Ethiopia, suggested an amendment to the third option so that reference would be made to human rights and ethical principles, while Mexico offered to retain the second version as a compromise. Although some delegates wanted to retain reference to the need for qualitative and quantitative indicators, they agreed to the retention of the third option: "Implementation, monitoring and evaluation of the Programme of Action at all levels should be conducted in a manner consistent with its principles and objectives."
