Toward the end of Thursday's meeting, the Chair spoke about the difficulties in reflecting the content of the day's discussions on the interests of developing countries and sources of funding in a document that deals with principles. Some delegates were surprised by this comment, as they had been under the impression that the Chair was favoring a longer process leading to the elaboration of a legally-binding instrument. The Chair's suggestion to adopt a resolution on the needs of developing countries also met with some confusion. It is not clear what the outcome of this session will be and how such a resolution would relate to the outcome. Finally, there was talk that the Chair might submit a report, rather than recommendations, to the 48th Session of the General Assembly this fall and request additional funds to continue negotiations toward a legally-binding instrument. Although he may be consulting privately with delegations, Nandan has not yet made public his definitive thoughts on these matters.
