SCOPE OF APPLICATION:

A number of States agreed that, based on the biological unity approach, conservation and management measures should apply throughout the range of the species concerned. Thus, management should be consistent in both the EEZs and the high seas. Yet it was mentioned that the sovereignty of the coastal State within its EEZ should not be questioned. It was pointed out that management measures must differ between geographic areas.
