REGIONAL AND GLOBAL MEASURES:

Japan, Norway, the EC and others agreed that measures in the EEZs and the high seas must be consistent with one another. India, Japan, Sweden, Iceland and Chile agreed that circumstances differ between oceans, regions and subregions and there should, thus, be a broad framework of guidelines at the international level that relate to features of all stocks, yet there should also be regional flexibility. A set of international guidelines will strengthen regional or bilateral efforts. China, the EC and Poland agreed that conservation and management regimes should be developed within the framework of regional organizations.
