Ambassador Ra£l Estrada-Oyuela noted that in a world where broad sectors of humanity are deprived of basic sustenance we cannot continue to witness the disorderly exploitation of the high seas. He urged the international community to agree on an international legally-binding instrument that establishes an effective regime for the preservation of living resources in the high seas and the interests of coastal States.
