SUBSIDIARY BODY ON SCIENTIFIC, TECHNICAL AND TECHNOLOGICAL ADVICE (SBSTTA):
Another accomplishment of ICCBD-2 was
agreement on the terms of reference for a subsidiary body to
provide the COP with timely advice relating to the implementation
of the Convention, as called for in Article 25 of the Convention.
Delegates were in agreement that this body should be formally
established at the first COP so that it can begin work immediately
thereafter. There was general agreement that the body be open-ended
and multidisciplinary in its structure. The SBSTTA should provide
scientific and technical advice, including policy issues related to
scientific and technical programmes and international cooperation
in research, but not other policy issues. Furthermore, it should
have no direct relationship to the financial mechanism of the
Convention. As far as structure is concerned, the SBSTTA should
have equitable regional representation. A small steering committee
with equitable geographical representation may be created, if the
COP so decides.
