RECOGNITION OF THE CENTRAL ROLE OF WOMEN:

Another important gain is the strong support for women in the context of social development. Despite the efforts of certain delegations to dilute language on gender equality, there has been a discernable shift away from addressing gender issues in a narrow context, to considering the empowerment of women in society as a key precondition to social development. Some have observed that social development has never been defined with such a close relationship to women, while others have commented that the language in the Social Summit texts is stronger than the language in the Beijing documents. Despite these gains, many have commented that the true test of the commitment to women will be the development of clear indicators to measure the contributions of women's work in society.
