In particular, the two themes of the Conference departed from those that had been adopted at the 14th session of the Human Settlements Commission, and several delegates disagreed on the new concept of "sustainable human settlements development" and wanted to retain the old draft, "sustainable human settlements". The concept of governance, as adopted in paragraph 44 was also disputed and the delegates eventually agreed on alternative language.
The report was finally adopted by the Committee but some delegates highlighted that they were not entirely happy with its language and that they reserved the right to come back on it in the course of the next session of the PrepCom
