Report of WSSD+5 Informal Consulations held from 17-23 May 2000
Tuesday, 23 May - Working Group I met from 10am to 1pm and negotiated Commitment 9, on resources. Working Group III met from 3pm to 4pm and debated the draft political declaration. No agreement was reached in a discussion on holding additional intersessionals. The G-77/CHINA preferred a week in June after Beijing +5, while the EU and JUSCANZ proposed meeting again for several days in Geneva before the Special Session. Monday, 22 May - Working Group III met from 10am to 1pm and discussed the draft political declaration. Working Group I met from 3pm to 6pm and debated Commitment 8, on structural adjustment programmes, and Commitment 9, on resources. Thursday, 18 May - PrepCom Chair Cristian Maquieira called on delegates to strive to leave at most only 10 or 12 highly political paragraphs for the Special Session. Underscoring that meetings scheduled under the Beijing +5 process preclude the possibility of any additional intersessionals for the WSSD+5 process, he noted that about 40 percent of the text is currently clear, and urged delegates to increase the figure to 80-90 percent by the end of the last working group session on Tuesday, 23 May. Working Group I met in morning and evening sessions and addressed text in Commitment 7, on Africa and the LDCs, and Commitment 9, on resources. Working Group II met in an afternoon session and discussed Commitment 2, on poverty, and Commitment 3, on employment. Wednesday, 17 May - The Preparatory Committee (PrepCom) for the Special Session of the General Assembly entitled "World Summit for Social Development (WSSD) and beyond: achieving social development for all in a globalizing world" reconvened on Wednesday, 17 May, to resume consideration of Part I and Part III of the proposed outcome document (A/AC.253/L.5/Rev.3). Part I is a political declaration, and Part III is a series of 10 commitments to further actions and initiatives to implement the commitments made at the Summit.
