Co-Chair Dovland of the working group on compliance noted that an
agreement had not been possible even
after several informal consultations. He noted that the key differences
still related to how the compliance mechanism should be adopted at
COP/MOP 1, and how the process will continue regarding an amendment to
the Protocol to make the system legally binding. He said the outstanding
questions would be solved either through further informal consultations
or by President Dion. Although differences narrowed, no agreement was
reached during further informal consultations on Tuesday afternoon. The
contact group will reconvene on Wednesday.

The contact group on mitigation met after informal discussions the previous
night, which had extended past 3am.

Barbados reminded the US of commitments made in the World Summit on SIDS.
|
The US opposed holding a SIDS agenda item in abeyance, stating that it
considered the issue concluded at SBSTA 22.
|
Tuvalu, for AOSIS, stressed that the Mauritius Strategy has been
accepted as the UN programme for SIDS, and is recognized by the
General Assembly.

Contact group Co-Chair Dechen Tsering, Bhutan, reported on matters
relating to Least Developed Countries.

The EU supported a revised draft decision to apply the current MOU between
the COP and the GEF to the COP/MOP and GEF, saying the MOU was needed.
