Consultation Closes in Beijing

The second and final day of the Asian Regional Consultation of the Consultative Process Towards an IMoSEB continued on Tuesday, 25 September 2007, with participants discussing outcomes of the previous day's work in plenary. When the meeting closed at 15:40, there was general agreement on the overarching principles for an IMoSEB, its needs, users and structure. In terms of options for such a mechanism, participants reached consensus on: an independent intergovernmental panel serving the five major biodiversity conventions, including a multi-stakeholder component and affiliated to a UN body. They further discussed and agreed on specificities pertaining to the Asian region. These outcomes will be reflected in the meeting report which will contribute to future consultations on a possible IMoSEB.

On Tuesday 25 September, participants convened in plenary.

Vladimir Bocharnikov, RAIPON – Russian Association of Indigenous Peoples of the North, and Keping Ma, IMoSEB Executive Committee, Chinese Academy of Sciences.

Anne Larigauderie, IMoSEB Executive Secretariat and Executive Director DIVERSITAS; and Alfred Oteng-Yeboah, Co-Chair IMoSEB Executive Committee.

Didier Babin, IMoSEB Executive Secretary; Abdul Zakri, United Nations University – Institute of Advanced Studies; and Jianchu Xu, World Agroforestry Centre, Beijing Office.

Uma Ramanan, University of Agricultural Sciences, India, called for the mechanism to collate and package scientific information for users, providing timely scientific information to defined audiences.

Victor Amoroso, Central Mindanao University, the Philippines, noted that local communities and indigenous peoples should be listed as users.

Jaivardhan Bhatt, Ministry of Environment and Forests, India, called for the group not to be judgmental and to keep all options for an IMoSEB, letting the Steering Committee decide at a later stage.

Syed Khurshid, IUCN Pakistan and Ramsar Asia, congratulated the organizers for the successful meeting.

Rodrigo Fuentes, ASEAN Centre for Biodiversity, the Philippines, noted that governments would be the primary users of an IMoSEB.

Kumiko Yoneda, Japan Wildlife Research Centre, noted that the process was moving in the right direction.

Charlotte Hicks, IUCN China Liaison Office, thanked China and organizers for hosting the consultative process.

Ramatha Letchumanan, Ministry of Natural Resources and Environment, Malaysia, suggested the mechanism should serve the needs of the Convention on Biological Diversity.
