Amid the ongoing disruption of the pandemic, parties to the Basel, Rotterdam, and Stockholm Conventions divided scheduled meetings of their Conferences of the Parties into two segments. A one-week online meeting convened in July 2021 while a two-week face-to-face meeting is tentatively scheduled for June 2022 in Geneva, Switzerland.
In the online segment, delegates focused on prioritized agenda items necessary to ensure the continued operation of all three conventions. Parties met in joint plenary sessions on Monday, 26 July, and Friday, 30 July. During the intervening days, parties met in joint contact groups to work on the interim programme of work and budgets for each convention.
The COPs approved an interim budget for 2022, which will allow activities under each convention—including the operation of the Secretariat—to continue beyond December 2021, until the full budget for the biennium 2022-2023 can be considered at the face-to-face session in 2022. This work took up the bulk of the five-day meeting, with delegates convening in a joint contact group all day Tuesday, Wednesday, and Thursday to reach agreement on this crucial issue. In line with practice, this contact group was not open to observers.
Parties also elected members of the Compliance Committee of the Rotterdam Convention, following the establishment of this body in 2019, and extended the terms of office of members of the two science advisory bodies responsible for providing technical expertise to parties: the Chemical Review Committee of the Rotterdam Convention and the Persistent Organic Pollutants Review Committee of the Stockholm Convention.
