SB 26 and AWG 3 Conclude in Bonn

SB 26 and AWG 3 have concluded their work by adopting over two dozen conclusions, as well as several draft decisions that will forwarded to COP 13 and COP/MOP 3 in Bali, Indonesia, in December 2007.

The SBSTA and SBI together adopted 26 conclusions and five decisions on a range of issues, concluding their work on Friday morning. The SBSTA finished its work for this session by gaveling through conclusions/decisions on issues such as the Nairobi work programme on impacts, vulnerability and adaptation to climate change, the development and transfer of technologies, reducing emissions from deforestation in developing countries, methodological issues, and climate change mitigation. SBI 26 completed its work on national communications, the Adaptation Fund, the adverse effects of climate change and impacts of response measures, and capacity building. It also adopted a draft decision on the 2008-2009 budget. On Friday afternoon, the AWG adopted conclusions after a short plenary, ending at 3:46 pm local time. Delegates will now be looking forward to AWG 4 and the fourth workshop under the Convention Dialogue on long-term action, which are taking place in Vienna from 27-31 August. There will also be a number of other meetings in the lead-up to Bali in December, which many negotiators are now describing as the next "critical" meeting.

SBSTA Chair Kishan Kumarsingh gaveled conclusions and decisions on numerous issues during a short morning plenary.

Crispin d'Auvergne, Saint Lucia, reported the outcomes of the contact group on capacity building.

David Lesolle, Botswana, reported back on two sets of informal consultations that he had chaired, both relating to LDCs.

Mohamed Al-Sabban, Saudi Arabia, said he was encouraged by the Executive Secretary's commitment to a geographically and gender balanced staff.

Jamil Ahmad, Pakistan for the G-77/China, said delegates had laid down a constructive foundation for engagement in Bali.

SBI Chair Asadi highlighted the positive atmosphere in Bonn during negotiation of difficult and contentious matters.

Noting that the budget for office furniture had been reduced, Alf Wills, South Africa, offered to buy Executive Secretary de Boer a new chair.
