Workshops Pick Up Pace in Bonn

On Friday, contact groups and informal consultations were held on a variety of issues, including: the Adaptation Fund; budget for 2008-2009; deforestation; Decision 1/CP.10 (Buenos Aires programme of work on adaptation and response measures); IPCC's 2006 Guidelines on national greenhouse gas inventories; research and systematic observation; small-scale afforestation and reforestation under the CDM; and technology transfer. Two workshops were also held: one on the Russian proposal, the other on climate change mitigation, focused on urban planning and development.


Friday, 11 May
Workshop on the Russian Proposal

Michael Zammit Cutajar, Malta, facilitated the workshop on the Russian proposal.

Sergey Tulinov, Russian Federation, explaining the proposal aims to make it more attractive for non-Annex I parties to "contribute to the objective of the Convention."

Alf Wills, South Africa, questioned whether the time was ripe for a separate Protocol on voluntary commitments.

Mutsuyoshi Nishimura, Japan, emphasized the importance of involving major emitters.

UNFCCC Executive Secretary Yvo de Boer listened intently to an intervention.

Nicole Wilke, Germany for the EU, stressed low-cost mitigation opportunties in the IPCC WGIII findings

Adrian Macey, New Zealand, welcomed the opportunity to discuss the proposal.
Workshop on Mitigation

The in-session workshop on scientific, technical and socioeconomic aspects of mitigation and urban planning and development, including transportation, featured a variey of speakers presenting case studies, followed by questions and answers.

SBSTA Chair Kishan Kumarsingh facilitated the workshop.

Guenter Karl, UN Habitat, presented an overview of climate change mitigation through urban planning and development.

Dominique Drapier, France, presented on the experience of the Lille area in waste management and inland waterway transport.

Gilles Paque, European Commission, presented on the Commission's proposal for a revised strategy to reduce CO2 emissions from passenger cars and light commercial vehicles.

Kebin He, China, discussed issues and options for high efficiency, low carbon urbanization in China.

Rudolf Petersen, Germany, presented a case study of a German-Malaysian project for sustainable urban traffic systems in Kuala Lumpur.
