On its third and final day, the first drafting session of the outcome document of the third International Conference on Financing for Development discussed synergies with the post-2015 development agenda and other issues, and monitoring, data and follow up.
The session on synergies was addressed by Ambassador David Donoghue, Permanent Representative of Ireland and Co-Facilitator of the post-2015 development agenda process; and Amina Mohammed, UN Secretary-General's Special Adviser on Post-2015 Development Planning.
Donoghue listed the four elements of the post-2015 development agenda to be adopted in September: a declaration; Sustainable Development Goals (SDGs) and indicators; MOI and a global partnership; and follow up and review. He highlighted the potential for overlap with FfD3 in two areas: the outcome on MOI and global partnership, and SDG 17 (strengthen MOI and revitalize the global partnership for sustainable development).
Mohammed acknowledged FfD3 would not be a pledging conference, but noted the need for it to signal a strong political commitment towards funding for sustainable development efforts.
In the discussion, some countries supported FfD3 as the main process to discuss MOI and the global partnership for sustainable development, with no need for renegotiation at the UN Summit on the Post-2015 Development Agenda. Others noted synergies between the FfD3 and post-2015 processes, but said there are also distinct elements that need to be addressed separately. The idea of holding joint sessions between the two processes found further support.
On monitoring and follow-up, developing countries called for a follow-up mechanism for FfD3 in the form of an intergovernmental expert body, and discussed how this mechanism will be different from the post-2015 follow up process. Developed countries supported a single monitoring framework.
Wu Hongbo, Secretary-General of FfD3 and UN Under-Secretary-General of Economic and Social Affairs, addressed the meeting, highlighting the importance of generating momentum through policy commitments; creating a robust monitoring and review process; and achieving a realistic and practical outcome that reflects country ownership.
The Co-Facilitators announced that a zero draft of the FfD3 outcome would be available by the end of February, and the meeting closed at 1:13pm.
