The forty-fifth meeting of the GEF Council convened for the second day on Wednesday, 6 November 2013, at World Bank headquarters in Washington D.C. During a morning address by Achim Steiner, Executive Director, UNEP, via video conference, Steiner described the GEF as “the leading global environmental financing facility” and noted the need for the GEF to bring more coherence to the sustainable development landscape. Following this address, the Executive Secretaries of the Stockholm, Biodiversity and Desertification Conventions presented on synergies and engaged Council members in a discussion on relations with the conventions and other international institutions. A presentation on the Minamata Convention on Mercury was also made. Later in the day, the US announced that it had signed the Minamata Convention and deposited the instrument on 6 November.

The Council then addressed: the update on GEF-6 Replenishment; Review of GEF Agencies on Environmental and Social Safeguards and Gender Mainstreaming; and Amendments to the Instrument.

In the afternoon the Council considered: the Report of the Chairperson of the Scientific and Technical Advisory Panel (STAP); Update on GEF 2020; and the Work program.
