Governments will once again meet at the UN Headquarters in New York this July to take stock of progress towards achieving the 2030 Agenda. The High-Level Political Forum (HLPF) has now met five times and developed a pattern of focusing on select thematic issues, reviewing progress on a few Sustainable Development Goals (SDGs), and conducting voluntary national reviews (VNRs). A high-level segment of the UN Economic and Social Council during the second week, with ministerial statements, culminates with the adoption of a ministerial declaration.

This year, transformation towards sustainable and resilient societies will be an overarching theme. Investing in and financing SDGs, advancing science, technology and innovation for SDGs, and progress in “leaving no one behind” will also be considered. Five Goals will be reviewed:

  • water and sanitation (Goal 6);
  • energy (Goal 7);
  • sustainable cities (Goal 11);
  • sustainable consumption and production patterns (Goal 12)s; and
  • terrestrial ecosystems (Goal 15).

Our summary and analysis of HLPF 2017 last year highlighted some of the challenges that the process faces in its task. As the Handbook for the Preparation of Voluntary National Reviews launched by the UN indicates, efforts are underway to improve the effectiveness of each of the HLPF elements. Watch this space for our coverage, to see if they bear fruit this year.
