CONCLUSION:
It must be remembered that this was only the
first year that it actually reviewed the implementation of Agenda
21 and it is only two years since Rio. It is well known that
government and other bureaucracies are slow to change and that it
may take more time before actual progress is made. The CSD must
learn to crawl before it can walk and walk before it can run. At
the moment, the CSD is just learning how to roll over. Perhaps next
year the CSD can take its first step.
