The delegate mentioned that humans are at the center of development and that there is a need to integrate population concerns with sustainable development. He cited the painful process of transition in Eastern Europe and mentioned that investment in the region will improve the stability of the whole continent. Countries in transition should be the first to qualify for aid in Europe. He expressed hope that the population problems in transitional countries will be duly reflected in the document.
