XIV. HUMAN RESOURCE DEVELOPMENT:

This chapter looks at mechanisms to improve the quality of life in SIDS. Recognizing that programmes should focus on the well-being of island peoples, the chapter addresses issues of population policy, housing, the role of women and other major groups, as well as the links between environment and health, housing, and education. There is no agreement yet on references to population policy and the fundamental rights of the human person and the family.
