On Wednesday morning, Nguyen Minh Quang, Minister, Natural Resources and Environment, Viet Nam, and Tran Hong Ha, Vice-Minister of Natural Resources and Environment, co-chaired the session that discussed and adopted the “Ha Noi 3R Declaration – Sustainable 3R Goals for Asia for 2013-2023.” The Declaration presented around 30 goals applying to waste management in urban, industrial and rural areas. It also addressed new and emerging waste, such as electronic waste, mining waste, and plastics in the coastal and marine environment. Participants also adopted a set of core indicators, included in the annex to the declaration.

Minister Quang welcomed the adoption of the Ha Noi 3R Declaration and the “considerable results” of the forum, expressing appreciation for the support of the Government of Japan and the UNCRD. He emphasized that the approval of the Ha Noi 3R Declaration, including specific goals up to 2023, will be the basis for countries to develop their own goals and objectives, and called for common efforts and cooperation towards a green economy in Asia.

In the afternoon, forum representatives participated in a field trip to the Bát Tràng traditional ceramic craft village. In a presentation to the group, the Bát Tràng People’s Committee Vice-Chairman and the Bát Tràng Ceramics Association Chairman, described previous pollution issues in the area, and the improvements achieved through the introduction of gas-fueled kilns and energy-efficient technology.

Participants visited the Hoang Long ceramics factory to view an energy-efficient kiln and the ceramics production process, and then continued to spend the rest of the day at the Bát Tràng ceramics market.

On Tuesday, participants heard a keynote address on lessons learned from the 2011 earthquake and tsunami in Japan.

In the morning, they met in two consecutive plenary sessions to discuss performance indicators for 3R and resource efficiency measures, and country-country cooperation for the promotion of 3Rs in Asia.

In the afternoon, participants met in five parallel roundtables to discuss: 3Rs in small and medium enterprises and industries; 3Rs in agriculture and the rural sector; 3Rs for sustainable and resilient cities; multi-stakeholder partnerships in advancing 3Rs and resource efficiency; and 3Rs as the basis for sustainable waste management in small island developing states (SIDS).

The roundtables reported back to plenary at the end of the day. The roundtable chairs reported some common themes, including; the need for cooperation and facilitation to advance 3R practices in industry; poverty alleviation as an underpinning concept in applying 3R in the agriculture and rural sector; the importance of multi-stakeholder partnerships; and understanding 3R principles so as to gain the full benefit of adopting 3R policies.

The roundtable on sustainable waste management in SIDS proposed a new approach of “3R+R,” meaning “reduce, reuse, recycle and return.”

NGO groups that met on Monday afternoon, 18 March, also reported back to plenary, noting the active participation of over 90 representtives in the on-site art exhibition and event to commemorate Japan-Viet Nam Friendship Year 2013.

The 4th Regional 3R (reduce, reuse, recycle) Forum in Asia opened in Hanoi, Viet Nam, on 18 March 2013, on the theme of “3Rs in the Context of Rio+20 Outcomes – The Future We Want.” The UN Centre for Regional Development (UNCRD), the Ministry of Environment (MoE), Japan, and the Ministry of Natural Resources and Environment (MONRE), Viet Nam, jointly organized the meeting at the Calidas Landmark 72 Royal Residence Hanoi Hotel.

Nguyen Thien Nhan, Deputy Prime Minister of Viet Nam, opened the meeting, urging all delegates to contribute towards global efforts for sustainable development.

The keynote address by Prasad Modak, Environmental Management Centre, India, focused on 3Rs in the context of 21st century cities, highlighting that the private and informal sectors must be part of the solution, and "taming consumption" an ultimate goal.

Delegates from 25 countries in the Asia-Pacific region considered opportunities for 3R and resource-efficiency measures to contribute towards implementation of commitments from the UN Conference on Sustainable Development (Rio+20) held in Rio de Janeiro, Brazil, in June 2012. They addressed new and emerging issues in e-waste, chemicals and hazardous waste, and plastics in the coastal and marine environment. They also presented and discussed tools for green industry, which could be deployed in the quest for a resource-efficient and “zero waste” society.
