In the morning, the Presidency published the new draft texts on the new finance goal, the just transition work programme, the mitigation work programme, the Global Goal on Adaptation, the dialogue on the implementation of the Global Stocktake (GST), market-based approaches for implementing the Paris Agreement (Article 6), response measures, and gender. None were well received.

At noon, the Presidency convened a single-setting “Qurultay.” While some parties made high-level statements expressing their general disappointment, others commented on individual paragraphs, voicing their preference for one option over another and suggesting specific language for inclusion or deletion in the various texts. After country coalitions provided their comments, a long list of countries spoke in their national capacity.

At the end of the five-hour-long session, the Presidency announced bilateral consultations would convene with groups to refine the texts, and that appointed ministerial pairs would be asked to “unlock specific questions.” Revised Presidency texts are expected “late Friday.”

In other parts of the venue, finance negotiators engaged in tedious discussions on a long list of items, including the guidance to the Green Climate Fund, the Global Environment Facility, and the delivery of the USD 100 billion goal. While parties discussing the GST procedural and logistical elements agreed to forward an informal note to serve as the basis of discussions at the next session in June 2025, those considering the report of the annual dialogue on the GST informing the preparation of nationally determined contributions (NDCs) could not even agree to present their “compilation of views” to the Presidency for further guidance. Response measures discussions also ended in stalemate on whether to continue negotiations, defer them to next year, or seek ministers’ political guidance.
